Primary assessment: NAHT call for end of Key Stage 1 statutory assessments and broader judgement of school effectiveness

The National Association of Headteachers (NAHT) yesterday published the Assessment Review Group's report on primary assessment. The Group was set up in May 2016 so this is speedy work that reflects the great concern from parents and teachers about last year's chaos around SATs and the new curriculum, teacher and pupil stress and the narrowing of the primary curriculum through the domination of high stakes testing. The report does not go as far as seeking the abolition of Key Stage 2 SATs, a demand that arose from teachers and parents last year, but it does argue for the end of Key Stage 1 SATs.

The report, LINK claims it is a contribution to the process of seeking a consensus around how to 'redress the balance' and suggests :
Have two statutory assessment points for primary pupils 

Statutory assessment in primary school should be restricted to two points, Reception and Year 6, in order to create the space in between for schools to focus on delivering a broad and balanced curriculum, appropriate to the needs of all children. Throughout the primary phase, schools should be free to determine their own processes and procedures for pupil assessment, informed by widely available evidence of best practice, that allows teachers to maximise pupil learning and progress. 

High stakes testing narrows the focus of the curriculum to that which is tested. The group do not believe statutory testing should be used by the government to influence teaching, learning and pedagogy. The various screening checks deployed by the government, including phonics and the proposed multiplication tests, should instead become part of the national sampling framework.

Introduce a start of primary school statutory assessment 

In order to establish a baseline from which to measure progress, teachers would carry out an observation-based assessment during a child’s first year in primary school. This should take the form of a single, nationally agreed assessment to avoid a repetition of the problems experienced in 2015/16. We anticipate that a moderation process would be necessary to support this. Great care would need to be taken when designing such an assessment, with significant input from Early Years experts. It is important that the results of this assessment should not be used to set targets for individual pupils or as a predictor of their future progress. Instead, the data from this baseline should be used solely as part of a cohort level measure of progress at school, local and national level. 

Whilst it was relatively clear that the end point would be the summer term of year six, agreeing on the best ‘start point’ or baseline proved one of the most challenging issues the group faced. There was general agreement that the initial assessment or ‘start point’ should be as early as possible in a child’s time in school, in order to take full account of the progress they make throughout their primary schooling. There is much to consider regarding any baseline assessment and these issues are outlined later in this report. 

Remove end of Key Stage One statutory assessments 

In the proposed model there would be two statutory assessment points. One at the start of a child’s time in primary school and one at the end. The key measure arising from statutory assessment should be the progress children make between these two points therefore end of Key Stage 1 assessments should be removed as a statutory requirement. 

Streamline and improve Key Stage Two statutory assessments 

At the end of year six, in the medium term, we envisage statutory assessments in reading, maths and writing would continue in some form. Reading and maths would continue to be assessed through a national test, externally set and marked. Writing would remain teacher assessed through an improved system that focuses on the overall quality of a child’s writing rather than the component parts. Early evidence suggests that comparative judgement may provide a workable and valid alternative to current arrangements for teacher assessment of writing. 
 
Make statutory tests accessible and enable pupils to show progress 

Statutory assessments and tests must be designed in such a way that the majority of children are able to access them. At the very least, tests should be structured so that the questions, and where appropriate any texts, appear in order of difficulty. Serious consideration should be given to removing the hard time limits for statutory assessments, particularly in reading, and replacing these with a minimum and maximum time limit so that children can focus on demonstrating what they can do rather than test technique. Inevitably there is likely to be a very small proportion of children with more significant special educational needs who are not able to access the tests. The Rochford Review has offered some interesting and potentially useful recommendations in this specific area which should be considered fully. 

Introduce national sampling and assessment banks 

Within this model, the government would have the option of carrying out national sampling if there were a need to monitor standards in particular subjects or aspects of the curriculum. The data produced through sampling should be used to gain an understanding of national standards. It should not be used to hold individual schools to account but could provide national data against which schools can evaluate themselves. In the long term, there is potential for national sampling to replace the current model where every pupil takes every test at the end of Key Stage 2. 

All schools would be expected to have robust assessment processes in place and to be able to explain how they use these to support pupils’ learning, to identify and intervene where pupils are falling behind, and to report to parents. Schools should be mindful of the recommendations made in the Commission on Assessment Without Levels Final Report when designing such processes (DfE, 2015). To support teachers and schools, a national bank of assessment materials should be made available. Such resources would also help teachers in assessing the progress children are making against national expectations.
Report pupil performance as a score on the national scale 

The terminology used to describe pupils’ attainment in 2016 (working towards the expected standard, working at the expected standard or working at greater depth within the expected standard) was unhelpful, arbitrary and demotivating. Such an approach also fails to recognise and celebrate the progress that a significant group of pupils have made. The group were particularly concerned about the effect on those pupils who, despite making significant progress, could only be judged to be working below expectations at both the end of Key Stage 1 and the end of Key Stage 2. Stopping the use of such terms and simply reporting a child’s scaled score would be a positive step forwards. 

Accept data is only one part of the picture of school effectiveness 

It is important to reiterate that this model should be viewed in light of the overarching recommendation that any data produced from such statutory assessments should be seen as only one element when judging school effectiveness. Schools should not be held to account on the basis of this data alone. It is also important to  recognise that such statutory assessments will never be able to capture all aspects of a child’s progress or all the different ways in which a school contributes to the progress a child makes. 

No one single set of results should lead to negative consequences for the school. All data should be considered over a rolling three year period. There needs to be a recognition that cohorts of pupils vary; a dip in results in one year does not necessarily equate to a decline in school effectiveness. Basing interventions on such a short-term approach is unlikely to be helpful or indeed valid. 

End floor and coasting standards as determinants of intervention 

The use of floor standards and coasting standards to determine intervention in individual schools should be stopped. Instead there should be a greater level of dialogue between schools and those that seek to hold them to account, including RSCs. The starting point should be a discussion around the data to understand the context and story behind it. Any intervention at this point should be supportive, recognise the knowledge and understanding of the professionals working within the school and be based on working with the existing leadership team in the school. 

In an ideal world, data from assessments should be used as part of the inspection process. The results of the inspection may, if appropriate, trigger supportive intervention, and the RSCs (Regional School Commissioners) should base their work on the inspection results rather than independent evaluations. This streamlines the accountability system without reducing rigour, inserts the necessary expert judgement into the process, reduces conflict and duplication, and minimises the level of fear and uncertainty.
The report  makes the case for a separation of the statutory assessment and the school's own internal assessment procedures and calls for an emphasis on assessment to help children progress further - something that SATS do not do.
It is all too easy for statutory assessment to become entangled with in-school assessment - particularly when schools are driven to predict and provide data on future performance in statutory assessments. Under these conditions, in-school assessments inevitably take on the form of statutory assessments, in order to produce compatible data, however inappropriate this form may be to support teaching and learning. We should shift away from predictions of future performance and focus more on capturing accurate pictures of current performance of pupils against expected standards for their age. This has a major impact on what data should and shouldn’t be asked for. 

The core focus of assessment should be on supporting learning, not simply tracking progress. To help maximise the progress children make, we should expect all schools to have highly effective and robust assessment processes in place. These are entirely separate from statutory assessments but should give a clear sense of how children are progressing, and how they can be supported to progress further. Such information should allow teachers and school leaders to identify which children need additional support or challenge and in which specific areas.
The reports quotes rsearch on the impact of children's background on the level of achievement, including level of education and earnings:

Research therefore supports the fact that judgement of a school’s success or failure on the basis of statutory tests is unjust and unreliable. No intervention should be triggered on the basis of test data alone. Rather, the results from statutory assessments should trigger further discussion leading to a qualitative expert judgement. We should also remember that superficially good test results can be achieved at a high price in terms of curriculum breadth, extra-curricular activity, pupil welfare and school sustainability - none of which are evident in the raw data. Over reliance on data is simply naive and in some instances dangerous.
Last year's changes made many pupils feel that they were failures and the report tackles this head on:

A basic expectation of any assessment system is that it should recognise the progress made by all children. The current interim framework and assessment materials fail to do this. Simplistic, overarching labels such as ‘working below the expected standard’ mean that the progress of too many children is ignored and too many children are effectively labelled as failing and the cumbersome bureaucratic language does not conceal this perception from pupils or their families. This is not only unhelpful to the school but it also sends entirely the wrong message to our pupils, potentially having an impact on their future motivation.
The report calls for a recognition of the unfairness of judging schools on attainment data alone: 
Whilst any form of data from statutory assessment alone should not be used to judge school effectiveness, if such data is to be used as part of the wider picture when holding individual schools to account then the fairest way to do this is by focusing on the progress pupils make. Attainment is important and all teachers want as many children as possible to reach the highest standards. However, when it comes to holding schools to account, it would be grossly unfair to base comparisons on attainment when children’s starting points can be so different.
Nick Brook, Deputy Geberal Secretary of the NAHT concludes by focusing on how the wider picture will impact on any reform of assessment :
Firstly, we must look again at how data from statutory assessment is used to hold
schools to account. Over-reliance on statutory assessment data raises the stakes of testing and ultimately distorts curriculum emphasis and outcomes. Unless we address some of the worst aspects of the current accountability system, including acceptance
of the inherent limitations of data, even the most sensible assessment arrangements will become skewed. Floor and coasting standards cast a shadow of fear over many schools and school leaders. Poor test results can trigger an avalanche of interventions, based on
a presumption of school failure, which are distracting at best and career ending at worst. It is easy to understand why schools in this shadow struggle to recruit teachers and leaders. There needs to be better join-up amongst those that hold schools to account and a more constructive approach to intervention. Most importantly, we need to replace the presumption of failure with an expectation of support.

Secondly, better governance of the assessment system is needed, leading to a stable, proportionate cycle of design, evaluation and implementation for every national assessment. Effective national test design is a complex skill which requires careful thought and substantial evaluation. The scale of national assessments in a system the size of England means that effective implementation of change is a major challenge in itself. Frequent reforms and constant tinkering around the edges can therefore have a negative impact on quality.

Thirdly, assessment for learning is not an intuitive skill possessed by all. There needs to be substantial investment in the training and development of staff in schools if this is to be done universally well. Not all schools or academy chains will have in-house expertise to draw upon and external support will come at a cost. We know that school budgets are already at and beyond breaking point, following real-term cuts since 2010. More resources are required. Additionally, the development of national assessment banks will require investment to ensure the highest quality materials are available to schools. These cost pressures should however be offset by savings achieved by reducing the amount of statutory testing required within these proposals.
The new Secretary of State, Justine Greening, has shown a desire to listen and a willingness to set right mistakes of recent years. With political will and genuine engagement with the profession these challenges are far from insurmountable.

Headteacher: We must act together to make sure SATs pain does not happen again


This plea from a primary headteacher appeared on Facebook about 12 hours ago and has received much attention. The Green Party has a long-standing policy in favour of the abolition of SATs and opposition has strengthened amongst parent groups and teachers.  
 
I am a primary head teacher and have taught in primary schools for the past 26 years. I started teaching when SATs were first introduced and have never thought they were a good idea but this year has been a disaster from start to finish. Before I explain why that is I want to apologise. I want to say sorry to my staff and my children. I am sorry that I didn’t act sooner, that I wasn’t brave enough to stand up at the start of the year and say no. We all knew it was going to be bad but I really couldn’t have imagined it would be this bad.

The year has been chaotic from start to finish. The testing regime being just one part of that. From the Key Stage 1 SPAG test published on line for several months without the DfE noticing, to the terrible Year 6 tests which have left nearly half of our Year 6 pupils being told they are not good enough.

So to those young people moving on to secondary school I say to you well done for working hard and trying your best. Your school and your teachers have not failed you – this government has.

Over the past few days I have heard some terrible stories – head teachers sent home and told not to return, Year 6 teachers blamed for the results and told they can no longer teach in Year 6 – these are people’s lives, people’s livelihoods – teachers went in to the profession to make a difference – we have a system set on destroying them.

To my staff and my children – again I am sorry – you are amazing – each and every one of you – you are individual, you are unique and no child should ever have to be tested on a standardised test because you are not standard. No teacher should be made to feel they have failed when all they have done is work as hard as they can - often too hard to implement something which shouldn’t have been implemented.

So now a request to all of you – parents, teachers, head teachers, school staff. If you agree that these tests are wrong and should go. If you really believe as I have heard many of you say that this year must be the last year that we put our children through this then please do not allow the 6 week holiday to numb your pain. Please remember what this has done to our schools and our children and please do something – write to anyone and everyone, put pressure on politicians and let us all together build a campaign to make sure this doesn’t happen again.

Our children should leave primary school confident learners who are looking forward to secondary school, keen to learn and develop their skills but also people who have respect and understanding for those around them and who will grow in to well-grounded young people who can contribute positively to our society.

I for one cannot do this again I hope others join me to say enough is enough. Our children deserve so much more.

Pupil vacancies and waiting lists in Brent schools

A snap-shot of Brent schools rolls taken on March 29th shows that on that date there were no primary school pupils without school places. Waiting lists consisted of children who were attending one school but wanted to tranfer to another. This is often because parents want siblings together at the same school and put names down for when a vacancy arises.  Children may be on the waiting lists of several schools.

Primary schools that have recently expanded tend to have some unfilled places. Harlesden Primary School had 25 vacancies in Reception, Uxendon Manor 21 and Strathcona-Roe Green 11.

The longest waiting lists for Reception spaces (children are already attending other schools as stated above) were: Wembley Primary 36, St Josephs RC Infants 25, Park Lane 25, Barham 23, Ark Academy and Islamia 21 and Chalkhill 20.

The closure of the private Gower House school on Blackbird Hill, Kingsbury, at the end of the Summer Term LINK will see 137 primary pupils looking for a school plcae  although they may transfer to other private schools.

The controversial proposed expansion of Byron Court from the current 3 classes of 30 to 5 classes of 30 seems unsupported by the relatively low waiting list of 9 children for a reception place.

The figures reveal that Crest Academy has 189 of 330 places unfilled in Year 7.  Crest is in the same area where Gladstone Free School wants to set up. Ark Elvin had 71of 240 places unfilled in Year 7  and Newman College 47 of 150 Year 7 places unfilled. In total there were 322 vacancies in Year 7. 195 in Year 8, 160 in Year 9, 113 in Year 10 and 81 in Year 11.

Ark Elvin figures may be out of date because the school (along with several others - see notes on spreadsheet below) does not take part in Brent Council's co-ordination of 'In Year' admissions.

Brent Council is expecting increased demand for secondary places as the increased primary roll moves on to secondary school and there are plans for a new secondary free school in Brent North. From these figures this might detrimentally impact on Ark Elvin.

Barry Gardiner wins parents' meeting with minister over Byron Court school expansion

Nicky Morgan, the Secretary of State for Education, yesterday agreed to try and arrange a meeting with parents from Byron Court Primary School either with her or the Minister for Schools to discuss their concerns over expansion of the school.

She was responding to the following question in the House of Commons from Barry Gardiner, Labour MP for Brent North:
The Secretary of State said that her policy is that all “good and outstanding schools” should be able to expand to meet “the needs of parents” in their local areas. Byron Court primary school in my constituency is being forced to expand against the needs and wishes of parents in the local area. I shall not go into the details now, but will the Secretary of State meet me, parents and local residents who are desperately concerned about the state of this school’s expansion programme?
Brent Council has backed the expansion despite the parents' objections and a letter to the Cabinet from Barry Gardiner representing the parents' and residents' concerns. LINK

Nick Gibb 'wrong' to attribute increase in children in 'good or outstanding schools' to academisation

This is another really useful article by Nick which shows how the government misleads on the basics.

 Government ministers have repeatedly claimed that one million more children are in "good" or "outstanding" schools, and that this is a direct result of their academies policy. For example Nick Gibb, speaking at the consideration of the Education and Adoption Bill on Friday 11th September, said "there are 1,100 sponsored academies that started life as under-performing schools, which is a colossal achievement that has led directly to over 1 million [more] children being taught in “good” or “outstanding” schools." (col 208)

Analysis of Ofsted Data View does indicate that it is true that one million more pupils are in schools rated "good" or "outstanding" and it is clearly the case that many schools have been converted to academies. But a basic analysis of the data suggests it was not academisation that caused any improvement.

Vast majority of improved primaries are not academies
78% of the increase has been in primary schools, where only a small minority of schools have become academies. Indeed the latest Ofsted dataset indicates that there are 167 sponsored academy primary schools that are currently rated "good" or "outstanding". Assuming these have the same average size as primaries overall (411 pupils), this gives a total of 68,537 children.

So for every 100 extra pupils in "good" or "outstanding" primaries, 93 were in schools that were not sponsored academies. The percentage of primary schools that are "good" or "outstanding" has gone from 67% in 2010 to 82% in 2015 but the vast majority of this improvement has been due to improvements in maintained schools, not in sponsored academies. Nick Gibb is entirely wrong to say the improvement results "directly" from the performance of sponsored academies.

Ratings for primaries are improving but more secondaries are being rated "inadequate"
The Ofsted annual report of 2014 made note of the fact that primary schools were continuing to improve but that this was not the case for secondaries (where the majority of schools are not academies). Indeed there is a worrying increase in the number rated "inadequate":

“Children in primary schools have a better chance than ever of attending an effective school. Eighty-two per cent of primary schools are now good or outstanding, which means that 190,000 more pupils are attending good or outstanding primary schools than last year. However, the picture is not as positive for secondary schools: only 71% are good or outstanding, a figure that is no better than last year. Some 170,000 pupils are now in inadequate secondary schools compared with 100,000 two years ago.” (Ofsted annual report 2014 p8)

I have noted here that sponsored secondaries are far more likely to remain or become "inadequate" than similar maintained schools, and here that sponsored academies lead to slower school improvement. The concern is that the direct effect of sponsored academies has actually been this substantial increase in secondaries rated "inadequate".

The data indicates that the Education Bill, in forcing all "inadequate" or "coasting" schools to become sponsored academies, is likely to substantially increase the number of pupils in "inadequate" schools.

Data on pupil numbers come from DfE for 2010 and 2015.

Data on schools overall Ofsted ratings come from Ofsted Data View.

The Ofsted dataset on ratings for all schools (June 2015), from which the numbers of Sponsored academies that are "good" or "outstanding" were calculated can be found here.

My calculations indicate that there are 997,000 more children in "good" or "outstanding" primaries in 2015 than in 2010 and 274,000 in secondaries, giving a total of 1.27 million. However 275,000 of the extra primary pupils are due to the increase in pupil numbers. If we take these out, the total is 999,000 extra pupils in "good" or "outstanding" schools, effectively the one milliion that the government claims.

Wednesday's strike at St Andrew & St Francis called off to promote negotiations but Thursday's strike still on, followed by public meeting


Teaching unions had planned two days of strikes this week against forced academisation  at Andrew and St Francis Primary School in Willesden on Wednesday and Thursday of this week.

Today they announced that they would call off Wednesday's strike in 'an act to show good faith' in order to enable them to promote negotiations with the Interim Executive Board (the body that replaced the governors). The Unions said 'We are really hoping that this extra time will enable proper talks to take place to end this dispute.'

Thursday's strike is scheduled to go ahead and will be followed in the evening by a Public Meeting to discuss the issue. 7pm St Andrews Church, 145 High Road,  London NW10 28J

Further anti-academisation strike at St Andrews and St Francis Primary tomorrow


Teachers at St Andrews and St Francis School C of E Primary in Belton Road, Willesden, in Brent will be taking strike action on Wednesday, 18th March.
Lesley Gouldbourne, Brent NUT secretary, who represents the majority of the teaching staff at the school, said,
“Staff at the school deeply regret that it has come to this. Strike action is a last resort, but the school is not a failing school. This government is increasingly forcing schools to become academies, whether the parents like it or not. What happened to parental choice? Despite our and parents objections no proper information was given to parents and no secret ballot allowed despite our offering to cover the cost. Parents and teachers have had enough of education by dictatorship.”
Hank Roberts, ATL Secretary, who also represents staff at the school said,
“Academisation is part of this Government’s plan to privatise state education just the same as it plans to privatise the NHS. The so-called consultation was a farce. Only reasons why the school should become an academy were sent to parents with no information allowed to be sent to them with arguments against becoming an academy. This despite the chair of the IEB John Galligan saying, “Everyone should hear both sides”. John Major, the previous Conservative Prime Minister, insisted on ballots for schools regarding the change of status. Why haven’t they done this under David Cameron? Because they know the vast majority of parents, when they are given the facts, are against. Parents and staff are standing firm to defend their children’s education.”
The parents have organised a petition and continue to collect signatures against the academy proposal.
The school has also been notified of a further two days of strike action next week in a campaign of escalating strike action.

Will breathing be allowed in Birbalsingh's primary school?


The editor cut my reference to"almost 'no breathing'  allowed"  in the letter published on April 10th  in the Kilburn Times (see below) about Katharine Birbalsingh's Michaela Free School. Maybe she was not familiar with Michael Rosen's wonderful poem.

I was trying to make a point about Birbalsingh's strictures on 'installing (sic) impeccable behaviour', children sitting in rows, traditional education and her rejection of any idea that teachers facilitated learning. She has a model of 'private education' which is very old fashioned and out of touch with the real private schools that I come across.

The comments were about her secondary school, which is yet to open, but this week she was on the front page of the Kilburn Times trying to gather support for her bid to open a primary school to feed into Michaela and again, getting the word right this time, of her determination to 'instil impeccable behaviour in pupils while offering a non nonsense approach to learning which will deliver a private standard of education'.

Birbalsingh was quoted as saying, 'We need to show the Department for Education that our primary school will be as popular as our secondary school'. In fact Michaela has been struggling to fill its Year 7 and resorted to advertising in local chicken shops. Its public meetings for potential parents were very poorly attended. As reported here some parents allocated the school by the Council have turned down the offer. Nationally 70% of free school have unfilled places after being open for two years.

As a former primary teacher I shiver at the thought of her 'strict' educational philosophy being imposed on primary aged children.

Birbalsingh says she is seeking parents 'with a professional background' to get involved in her bid. I hope that before doing so they thoroughly research Katharine Birbalsingh's controversial professional background. This includes losing her deputy headteacher job when she used photographs of children at her then school to castigate the comprehensive school system at a Tory Party fringe meetiing and her free school bid being opposed by two other London boroughs.

In the Wembley Ploan space has been earmarked for a new primary school  close to Arena House and North End Road in the Wembley Regeneration area on land which is currently occupied by small industrial and commercial units. Originally this would have been a local authority primary school funded by Section 106 funds as a result of Quintain's redevelopment of the area and the new housing planned.

Meanwhile plans have been approved for a new four form entry primary unit in the grounds of Wembley High School, a new primary unit has opened at Preston Manor High School and additional classes provided  at Preston Park Primary and Park Lane Primary. Ark Academy across the road from Arena House includes a primary department.

Time for concerted preemptive advice on primary forced academies

It is time to create a concerted stand against the bulldozing DfE conversion of Primary schools to Academies.

Each school so far has had to fight its own cause with only minor support from other schools or unions.

The situation calls for forewarning advice to be sent to each school before they have a chance of a weak Ofsted inspection outcome, with DfE brokers swiftly moving in to undemocratically convert the school to an Academy.

This measure is needed - overdue in fact - for the very simple reason that democracy is being subverted or simply ignored, with the DfE selecting 'preferred' sponsors opaquely, and blatantly failing to listen to parental needs or concerns. The occasional parental consultation that they tolerate is operated mechanically, and the results effectively ignored.

I might be deemed 'an enemy of promise' by trying to stop these forced conversions, but the DfE are indeed bulldozing the educational landscape, with the title deeds of the doomed schools and their land give away for free to private businesses who often have no original background in education. There is rumour that they will be given the right to make a profit on the back of this free offering in the future.

But the real enemy is the DfE as they are the 'enemies of reason' - they literally care not one jot about the public opinion, nor the hard facts that Academies do not guarantee success. The DfE know what they want - to serve private enterprise. Why else pass the title deeds to charity-status sponsors that never need to own them in the first place?

Many Primary schools are quivering at the impending arrival of Ofsted inspectors - a stressful enough event in normal circumstance. With the threat of massive upheaval against their wishes via the long forced conversion process, the spirit of a school can be killed.

Parents of pupils at London schools under threat of being forced to become academies are uniting to fight the plans.

A growing number of schools are at risk of compulsory takeover by private sponsors following unsatisfactory Ofsted reports. Parents from three primaries are working together to combat the plans and are due to contact campaigners at a fourth. They say the move is “politically-driven, disproportionate and undemocratic”.

At Gladstone Park primary in Brent, families have accused Education Secretary Michael Gove of setting the “attack dogs” on them and held a protest outside the school this weekend.

The school received an inadequate Ofsted report before Christmas and governors were told a sponsor would be chosen to take over the running of the school within weeks.

Roke primary in Croydon and Thomas Gamuel primary in Walthamstow are also on the “hit list” after inadequate Ofsted reports. Parents at the schools argue the reports are a “blip”

Alex Colas, whose daughter goes to Gladstone Park, said: “The Government has set the attack dogs on us. There is a sense we are being picked on. Bullied is a term that was used.” Parents at Gladstone Park dispute the Ofsted report. The school has previously been rated as “good”.

Mr Colas said they were getting advice from protesters at Downhills in Tottenham, who failed to stop the school becoming an academy last year. There are plans to contact Thomas Gamuel school where 180 parents have signed a petition against academy proposals.

A Department for Education spokeswoman said: “We cannot just stand by if a school is failing children. We need to make changes quickly.”

She added that Ofsted’s report and representations from Gladstone Park were being considered before making a decision.

'Super primaries' behind 'village' free school proposal

 Another free school proposal is being pursued in the Queen's Park, Kensal, North Kensington area. This school, Seacole Primary Free  LINK, presumably named after the Jamaican nurse heroine of the Crimea War, is being marketed as a 'A Village School in the heart of London'.

Although the shortage of primary places in the area is cited as making a new school necessary there are links to parental criticism of the increasing number of very large primary schools, some of which will have more than 1,000 pupils:




On this blog I have predicted that Brent Council's expansion of primary schools into much larger units could produce proposals for smaller primary schools where children feel secure in a family atmosphere and parents find staff readily accessible. My arguments against free schools are set out HERE but I have sympathy for those who find 'super primaries' alienating. The answer should be the building of more community local authority primary schools of a modest size but this is made almost impossible by Coalition policy.

The Seacole Primary proposal is set out below:

Class sizes:
small classes – no more than 24 pupils – so that each child is supported to achieve their full potential.

Curriculum: a strong foundation in core subjects like maths and English complimented by art, music, drama and regular sport.

Collaboration: we believe that a good education is built on a partnership between teachers and parents. We will aim to assist working parents with breakfast and after-school clubs.

Community: each child should feel happy at school to instill a love of learning, confidence and good behaviour. We want to build a school that is a community.

In the Queen's Park, Kensal Rise and North Kensington area there is an acute shortfall of primary school places. A group of local parents are applying to open a mixed, 4 to 11 free school.
We are applying for permission to start with classes from Reception up to Year 4. If our application is approved the school will open in September 2014.

Procurement errors lead to school expansion delays

As Brent Council Executive is set to discuss further school expansions this evening, it has become clear that current expansions at Mitchell Brook, Fryent and Barham primary schools will not be completed by the forecast date.

The delay appears to have been caused by problems in the preparation of the original bid documents according to the report by Richard Barrett, Assistant Director of  Regeneration and Major Projects, that recommends Andy Donald, awards the contract.  Normally contracts of this value require approval by the Executive but they delegated this authority to Andy Donald, Director of Regeneration and Major Projects at their April 2012 meeting.
On receipt of bids and initial evaluation, it was determined that there were some areas of ambiguity in the Council’s bid documents which had led the different bidders to interpret the Council’s requirements in different ways. As a result, the decision was taken to retender the pricing element only to ensure that all the prices were submitted for exactly the same requirements. Unfortunately when these further tenders were received and clarified, all of the bids were unsuitable, either because of being too high or because or qualifications to the requirement to accept the Council’s contractual terms. This led to a further process of further process of clarifying contractual terms around design risk and giving the opportunity to reprice.
The contract will be awarded to Elliott Group Ltd  with a value of £3.1m for Barham Primary, £4.4m for Fryent Primary and £2.7m for Mitchell Brook Primary. All with a start date of August 22nd.  Because of the time constraints it was decided to use a modular steel framed building system for all three schools which themselves vary greatly in their architecture. 

Barrett argues that despite the delay the timings will still allow for pupils to start in September 2013. However this assumes that all goes according to plan, which has not always been the case with the expansion programme.  Even a July 2013 completion date is challenging for schools in terms of setting up new classrooms with the potential for that work having to be carried out during the summer holiday.
