AT LAST! TfL consultation opens on safer routes for cyclists between Wembley Central and Harlesden

 

 

I used to do a daily return trip by cycle for work between Harlesden (St Johns Avenue) and Park Lane, Wembley Central. To say it was more dangerous than going over the Berlin Wall would be an exaggeration, but I was often surprised to still be alive at the end of the day.

Next year it will be 5 years since Brent Council and TfL began working on safer cycling and pedestrian routes for the Wembley Centra to Harlesden journey and the long-awaited TfL consultation opens today and closes just before Christmas on December 21st.

 

 

TfL say: 

We have been working closely with Brent Council since April 2019 to develop a project that would make it safer and easier for local people to walk and cycle between Wembley and Willesden Junction.

We are developing the project in phases, and the first phase will focus on the area between Wembley Central and Harlesden stations, where we propose to provide a new high-quality Cycleway and improvements for pedestrians.

The changes would make streets in the area safer and more pleasant by enabling people to walk and cycle more and drive less.

The proposals include a protected two-way cycle lane on the A404 Harrow Road and Brentfield, new and improved cycle and pedestrian crossings over Harrow Road, better street lighting to help make the area feel safer and more trees and plants more welcoming.

This would help us to reduce air pollution and carbon emissions, which could improve local people’s health. It would also address congestion, and help support new developments(External link) (External link) planned across the wider area by providing better walking and cycling links to local businesses and stations.

The changes we would like to make are:

  • Introducing a new protected two-way cycle lane on the A404 Harrow Road and Brentfield between Sylvia Gardens and First Drive, with separate low level cycle signals at junctions, new cycle crossings and better connections to other local cycle routes
  • Introducing bus stop bypasses for cyclists at bus stops C and K, with the two-way cycle lane behind the bus stop island for cyclist safety
  • Improving the quiet road cycle connections to Wembley Central and Harlesden stations
  • Improving the route for pedestrians by adding a new crossing over Brentfield near Bridge Park Community Leisure Centre and making existing crossings at the A406 junction more direct, which will reduce crossing times
  • We’ll add measures to slow traffic speeds, add better street lighting and drainage, and new areas of planting and trees where space allows along the route
  • Improving the service for bus passengers by extending bus stop D so two buses can stop here at a time, and moving stop B in line with the traffic lane so that buses can pull away easily after passengers board
  • Other changes to allow us to make these improvements include closing the left turn filter lanes from the A406 onto Harrow Road and Brentfield, making Sylvia Gardens exit only for motor vehicles (currently entrance only), shortening a parking bay on Harrow Road and reviewing parking restrictions on the quiet road connections. We would also move bus stop ‘Sunny Crescent’ 90m to the eastern side of Wyborne Way to make space for the new cycle lanes

Progress and set-backs in Brent's Climate Strategy on the Cabinet Agenda tomorrow

 Tomorrow's Cabinet will be discussing progress and plans for Brent's Climate Strategy. It is a mixed bag with progress in some areas, with many small projects that contribute to change, but some major areas at a near standstill.

 

As a former 'daily cyclist' I was disappointed by the lack of any plans for an improvement in the borough's cycling infrastructure. There is a promise of more cycle hangars and projects for cargo bike deliveries for town centres and pilot projects for Neighbourhood Sustainability Schemes.  However that does not answer the need for joined up safe cycle routes for commuting and leisure needed across the borough to encourage more cars off the road and reduce pollution. In particular the north-south barrier of the North Circular Road remains to be tackled.

 

The report notes:

 

The council’s delivery of Healthy Neighbourhood schemes in the borough encountered public opposition, which was reported to the council’s Cabinet in January 2022. As a result, one Healthy Neighbourhood in the Stonebridge/Harlesden area has been implemented.

 

The remaining four schemes which were being trialled at Olive Road, Dollis Hill, Preston Road and Tokyngton and Wembley area schemes have been removed. It is acknowledged that collaborative design with the community would help to engender public support for future measures, and these will need to be effective in preventing through traffic and trialled for a longer period, potentially 12 months.

 

This action is therefore being rolled over into the 2022-24 delivery plan, with officers preparing a report for consideration by the Council’s Cabinet on the future approach to developing and delivering Healthy Neighbourhood schemes.

 

The development and implementation of future schemes will depend on future funding being made available for that purpose

 

School Streets have been relatively successful and there are plans for three 'place led' sustainability pilot projects. Two are 'Neighbourhood led' and one 'Development led':

 

Perhaps the most innovative and efficient way of demonstrating greater focus,pace, visibility and impact on the climate and ecological emergency agenda is through the designation and implementation of a new place-based approach.


This would be delivered through piloting ‘Sustainable Neighbourhoods’ in a number of areas within the borough in which the council would seek to target a dedicated proportion of its sustainability investment and activity.


Part of the rationale for this is to forge a strong partnership with local communities within these localities, demonstrating how tackling the climate and ecological emergency relates to local areas in Brent and showcasing the holistic benefits it can bring. Another benefit of this approach is that it would provide the opportunity to learn lessons for delivery in order to replicate the actions undertaken in these pilots in other areas of the borough beyond 2023.

 

There are two key differential elements within Brent’s approach to selecting suitable locations. The first is that we propose to undertake two ‘Neighbourhood-led’ pilots, that would be delivered and completed by the end of 2023, and the second is to undertake one ‘Development-led’ pilot, that would be longer-term and focused around the new development pipeline, aiming to complete by the end of 2025/26.

 

 Selecting 'Neighbourhood led' Pilot

 

Considering the north of the borough, an area around Kingsbury/Roe Green is considered to be a highly suitable area to undertake a neighbourhood- led pilot. The area selected would encompass parts of Queensbury and Kingsbury wards.


When considering the south of the borough, a locality in and around Church End/ Roundwood is a strong candidate for a neighbourhood-led pilot. The area selected would encompass parts of the Roundwood and Harlesden & Kensal Green wards.

 

Selecting a ‘Development-led’ Pilot


The process of selecting a ‘development-led’ pilot area was more dependent on the milestones within the development pipeline and in particular, the timing of the design stages and opportunities to integrate new sustainability considerations. The best opportunities to embed environmental sustainability and potential for net zero new builds is felt to be through incorporating these objectives into the New Council Homes Programme, in particular those schemes which are currently being considered for feasibility.

 


Following review of eight schemes within the council’s New Council Homes development pipeline, South Kilburn was identified as the most suitable area for undertaking a development-led pilot. It is also proposed that an increased emphasis on sustainability is placed on the regeneration plans for St Raphael’s Estate.


I found it difficult to pinpoint exactly what was involved in these pilots and hope that more detail will emerge later.

 

An area where there has been a great focus nationally is the retrofitting of existing properties to make them energy efficient, particularly in the face of the cost of energy crisis. It is an enormous task needing national funding and so local efforts appear quite insignificant and somewhat vague in terms of timelines:

 

The first year of the tower block works programme was due to see work begin on three tower blocks – Kilburn Square, Manor Court and Lodge Court. Unfortunately there has been limited progress on this action in 2021-22 due to a delay in the procurement of the supply chain due to construction market conditions; and due to the need for a more extensive consultation with tenants and leaseholders. This action will therefore be rolled over as a specific action into the new 2022-24 delivery plan.

 

The assessment of the council’s own housing stock has completed and will provide a valuable basis for both the development of a comprehensive energy efficiency strategy for our own stock, and strengthen the evidence base for the council to submit bids for external funding to undertake retrofitting work.

 

We have undertaken three pioneering retrofit pilots on void street properties within our own stock. The properties were fitted with thermal efficient internal and external insulation, energy efficient windows, energy saving heating and power source with photovoltaic panels on the roof. Smart House Measures will also be included to ensure monitoring of energy efficiency after the tenant has moved in. We will apply the learning of the retrofit work undertaken on these building archetypes to similar sites across our stock wherever possible.
 
 
When the regeneration of the Wembley Stadium  area began more than a decade ago Brent Green Party advocated the setting up of a Green Enterprise zone where small innovative green business start-ups would be encouraged by initial business rate concessions and links made with the College of North West London in providing apprenticeships and training in green technologies, retrofitting etc.  LINK Criticism was made of over-reliance on retail in the area to provide jobs.
 
 
Brent Council in a welcome initiative is now engaged in something along those lines in terms of the education aspect but it would make sense to link this with SME business support:

Over the course of this year we have established a strong partnership with United Colleges to deliver a new Green Skills Centre at the Willesden Campus of College of North West London. Scheduled to open in summer 2022, the hub will offer a range of green skills courses for students in the local area and from across the city. The courses available at the new hub will focus on the green agenda and a wide range of construction and engineering subjects. Students will be able to learn about air source heat pumps, electrical vehicle charging, internal and external wall insulation, and a variety of other sustainable technologies. The exciting and forward-thinking new hub will enable educators, employers, and other organisations to work in partnership to develop a programme that promotes employability, learning, and skills.

Children are left without cycling lessons and instructors without a job as Bikeability funding cut - do they know there's a climate and obesity crisis?

 

 Good idea under threat

Cycling instructors in Brent are without a job, and children wanting to learn to ride a bike safely are without instruction, following reduced and intermittent funding from Transport for London for the Bikeability scheme.

 

Brent Council has asked the administrators to postpone the bulk of the training that was to take place in November and December until the New Year when the sums available will become clearer.

 

One of the Brent instructors has writtent to Brent councillors to ask them to consider topping up the cycling funding to allow the scheme to continue:


Dear Councillors,

 

I’m writing as a Brent cycling instructor to ask for your support in addressing the fact that funding for cycle training in Brent has been drastically slashed.

 

Bikeability funding has been put on hold beyond November 2021. The last payment to boroughs was half the planned amount. This means that schools will not be able to plan or book courses for the Spring term. The consequence of this is that no courses can be booked for 2022.

 

The extent of the cut means that courses that had already been booked with school children and adults have subsequently been cancelled with no prospect of rescheduling. This affects school courses, adult group courses and one-to-one sessions. Also, the instructors are out of work with zero compensation.

 

Considering there are approximately 100 schools in Brent, plus many more adults are now wanting training post pandemic, the financial figures allocated have effectively killed cycle training in Brent.

 

According to the National Child Measurement Programme, Brent has among the worst childhood obesity rates in England.

Brent Council has declared a climate emergency, with added attention through the COP26 conference. Cycling is recognised for helping with overcoming depression, anxiety, obesity levels and enhancing general wellbeing, independence and empowerment.

 

Having lived and worked in Brent all my life, I personally have seen firsthand what cycling can achieve. Through my instructing work, I’ve seen the delight on a child’s face in that first moment they learn to ride a bike. An adult empowered to cycle on the road and be less dependent on driving.

 

Brent Council have done very well to train many people in Brent in recent years. Last year alone 2,942 children and 553 adults received free cycle training in Brent. All this will be sadly lost if this funding situation is not addressed.

 

Other boroughs including Haringey when hearing funding had been cut added money to the cycling fund I’m hoping Brent might consider this.

Brent gets £125k for Wembley Triangle/Harrow Road/North Circular Cycle route


In the latest tranch of London Street Space funding that encourages healthy travel post Covid, Brent has been given £125,000 towards a cycle route that will run between Wembley Triangle on the Harrow Road and the North Circular.

Replying to social media commenters who pointed out the low amount allocated to Brent compared with other London boroughs, Cllr Shama Tatler said:

As you know, the bulk of the bid which was formed from the plan we published is still being assessed. All councillors and residents that will have measures introduced will be notified. More details are on the active travel page and will be coming as we know what funding is given.

Brent Council to consult on revoking byelaw that prohibits cycling in parks & open spaces



General Purposes Committee on Tuesday will consider a proposal to consult on revoking a byelaw that prohibits cycling in 55 out of 90 of our parks and open spaces.

The consultation will be preceded by a survey of parks and open spaces to assess suitability and mitigation measures that will be required to protect other park users, a speed limit of 5 mph is envisaged.

Brent Cyclists, the local branch of the London Cycling Campaign had raised the issue and pointed out how it contradicted the Council's policy to encourage cycling and exercise.

Other byelaws would still be available to deal with people who cycled dangerously.

A final decision on revocation would be made at the July Full Council meeting.

Why Brent and Harrow electors should vote Green in the GLA election on Thursday

This is what Jafar Hassan told the Harrow Times when asked why people should vote for him as the Green candidate for the Brent and Harrow constituency. LINK


Green Party candidate Jafar Hassan said:
"London is in an awful housing crisis and the Green Party are the only ones with a viable plan to support and protect renters, and ensure housing is genuinely affordable. 

"This city is becoming more expensive to live in, making it harder for communities to stick together, but also making it completely unfair for those travelling from the zones in Harrow and Brent. We are campaigning to introduce a flat fares system making it cheaper to travel if you're a part time worker or living in the outer parts of London. 

"Investment in cycling and speeding up the introduction of zero emissions taxis and buses. During the school rush on busy roads around Brent and Harrow it is a disgrace that children are being exposed to so much toxic air on a daily basis. I will be fighting for safer cycling routes and ensuring all of the bus routes in our boroughs are electric powered. 

"I've lived in north west London my whole life, I studied both my journalism degree and masters in politics in London. This city along with my upbringing has shaped who I am. My mum who came to this country from Iraq before even turning 20 raised my sister and I on her own. I learnt from her the importance of persevering through difficult times and never losing hope. I will fight to give London back to Londoners and give them the Green policies they want. 

"We absolutely need more Greens on the London Assembly. Your votes for the Green Party in London elections have ensured investment for Cycle Superhighway and Cycle Hire, helped create the London Living Wage Unit, meaning that 60,000 Londoners are now paid a Living Wage, and pushed new housing developments to have more affordable housing. If you only want to give us one vote make sure it is on the orange ballot paper, where if you vote Green, you get Green."

'Lollipop' men and women - a benefit to children and the community


I am publishing the speech made by Michelle Goldsmith at Brent Cabinet,  presenting a petition about the cuts in school crosssing patrols, as a Guest Blog as it raises many pertinent issues.
 
Another petition where children lose out.

This petition is asking the Council to review their intention to sack all School Crossing Patrols in Brent.  I appreciate that these are difficult times with huge cuts in funding, but cutting road safety services too far will mean more people being killed or injured. Apart from the human cost, it just doesn’t make financial sense – road accidents can cost millions of pounds so preventing them saves millions of pounds.
